Congress To Hold Hearings On Hip-Hop Lyrics

Misogyny in Hip-Hop music will be one of many topics explored as Congress prepares to hold its first hearing on media "stereotypes and degradation" of women.

According to Variety, the hearing, titled "From Imus to Industry: The Business of Stereotypes and Degradation," will focus primarily on Hip-Hop lyrics and videos.

Rep. Bobby Rush (D-Ill.), chairman of the House Subcommittee on Commerce, Trade and Consumer Protection, has a deeper objective in mind.

"I want to look at not only the problem caused by misogynistic content in some Hip-Hop music but also some of the pain that emanates from this degradation," the politician said, adding that the inquiry is "not an anti-artist hearing, or anti-music or anti-youth hearing."

In fact, Rush would prefer to have voluntary solutions for the issue rather than regulatory solutions.

"I respect the First Amendment, but rights without responsibility is anarchy, and that's much of what we have now," he said. "It's time for responsible people to stand up and accept responsibility."

Despite its focus on Hip-Hop, other media will be face scrutiny at the hearing, which is being held by the subcommittee.

"I want to engage not just the music industry but the entertainment industry at large to be part of a solution," said Rush.

Witnesses for the hearing include Philippe Dauman of Viacom, Doug Morris of Universal Music Group and Edgar Bronfman Jr. of Warner Music Group.

"I want to talk to executives at these conglomerates who've never taken a public position on what they produce," said Rush, who added that it was "surprisingly very difficult to get them to commit to appearing."

Despite the struggle to get leaders and artists to commit to the hearing, Rush has received confirmation from one artist, Percy "Master P" Miller.

The rap mogul, who started out as a gangsta rapper, has recently made news for his new focus on creating positive images and message in his music.

Although witnesses have been named, a final list is still being developed, according to Rush's spokesman.

OMGAWD !!!!  This article makes me want to puke !!!!

I'm seriously losin' it right now ! I can't believe this moron in Bobby Rush (Trust yall, this ny**@ is suspect, check his file, real talk, he got a history) is going this route ! He's trying to get props in Washington/His Constituency.

Look yall, bottom line, the older generation of black and white folks just don't understand our music, it's purpose, nor can they view it through the correct context as it is supposed to be viewed (and I'm 37). We will just have to tolerate their @sses until the die off or some shyte !

To Bobby Rush: (I hope you and those who think like you read this)

This (Your campaign/discussion against hip-hop) is pure un-adulterated bull$hyte !

How the hell can you villify violent rap music (basically a bunch of street nyggas rhyming to a sampled beat) and not compare it to ultra-violent moving pictures of actual people with sound committing all sorts of attrocities and racial epiphets, and think that rap music even comes close to the effect that a motion picture would have on a society ???

Why the hell is Al Pacino (Scarface) and Arnold (Terminator) held in such high regard, but If a black man like me, creates a poem set to music using these same movies as subject matter, I get nailed by society at large as contributing to the mysogny and criminal behavior of our country ???

You fuggin hypocrites kill me with this shyte ! I wish they would put me on TV to talk about this shyte ! I'd give'em an earful. Yeah, I got facts and stats fo they @$$ !

I don't wanna hear one more fake @$$ black leader tellin' me I shouldn't be using the n-word. The nyggas can do what David Banner told Al Sharpton and Jesse. They can **** my **** !

Nuff said, One.

I feel as though certain rap lyrics have gotten out of hand. There are too many albums with too many songs that heavily contribute to misogyny. So...I simply don't buy them. No need for Congress to deliberate to tell me not to listen to music that may be offensive or stereotypical. Where the fuck was this hearing when those two white twins were dancing around a swastika singing hate music? What about the uproarious lyrics of certain genres of rock that contribute to the Goth culture? Last I checked, sequestering oneself at a young age leads to s many emotional/developmental issues. W T F Congress?

Rap music does need to change. But the shit can be done without the shackles of the government. This conference is no more than a masked attack at rap music. As much as I dislike most rap, I feel as though personal liberty takes priority over personal taste.

Every few years music and hip hop in general goes through this shit with the Delores C. Tucker shit back in the days and now this.

This country always tries to find a scapegoat for the ills that effects it. Too much violence? Must be because of the video games, the movies, and music (rap and heavy metal). Too damn fat? It's because of the fast food chains. Let's sue McDonalds.

We never seem to take the responsibility for our own damn actions. Don't blame McDonalds for your ass getting fat... put down the god damn cheeseburger. Don't blame video games and music because you're son went out and shot up the whole damn school. Evidently something was screwy in your house to begin with. Try being a fucking parent.

I listen and enjoy street hip hop. Have since it first came on the scene but listening to NWA and Geto Boys didn't make me wanna go out there and shoot someone. SUre, I carried cause I grew up in the projects and will definitely defend myself but I also understood that once that trigger is pulled.. there will be consequences to deal with.

Listening to gangsta rap doesn't make you a killer anymore than listening to little Kim makes you a whore.

If you don't agree with a song or it's lyrics.. then don't fucking listen to it. Keep your kids from listening as well but don't tell someone else that THEY can't listen to it because YOU don't like it.

That's bullshit!!

You want to save our children? Then save some of these lost ass parents because it all starts in the home.

I think most of the music that comes out now is offensive crap... but so was The Blues, Rock & Roll, and any kind of secular music that comes out each generation.  Even before recorded music, visual and performing arts have had this problem for centuries; the previous generation gets offended and doesn't see its relevance.  I don't like it so I don't support it, but I also don't support censorship and think that this is a ground that Congress should touch on.  Just let time pass, and in 15 or 20 years we'll see Lil' Wayne, 50 Cent, and Nelly complaining about whatever new generation of music is corrupting their children.

I agree not just rappers, but singers, actors, movie producers, and authors need to have responsibility when exercising free speech, but if that responsibility is force up on them, then it really isn't FREE speech is it?

Although there are several other important issues to address domesticly and abroad despite the many comments made on this message board I believe it is neccessary that these hearings take place. I love hip hop, hip hop is all I know I can not remeber a day without hip hop, but the truth is that the messages that are currently promoted through popular hip hop music is negatively impacting our youth. I am interested in seeing what these big label execs have to say about their reasoning behind promoting these images in the mainstream culture. Bobby Rush is a good man and has been a leader for years, stood with Fred Hampton who AHH is currently running a article on and I'm sure he has a desired outcome for these hearings. We hate to hear that somebody is scrutinizing this thing of ours but truth be told a lot of susceptible minds are influenced by negative rappers in hip hop who do not care for us or our community. We need standards and artist who adhere to them. We trying to rid our culture of the violence and drug glorifiers, I could understand the outrage if Congress was holding hearings to look into the lyrics of Lupe, Common, Black Thought, Dead Prez, or Talib. Bobby Rush's district elected him to work on behalf of the people in his district, which are more than likely black, therefore, this is a issue that directly affects his constiuency and he is taking action. I commend his efforts!

Do you realize how many personal freedoms that we've lost since 1950 under the guises of protecting us? I read that it was somewhere along the lines of 250 (but don't quote me on that).

From protecting us from drugs and drug dealers to now protecting us from terrorisim... we seem to happily give up our freedoms to "make things better".

Do things seem "better" to you?

The truth is that Black women (and other women, too) are getting ripped to proverbial shreds in the majority of mainstream hip-hop. It's dangerous because we're not given equal voice to counter-act these attacks AND because any notion of protecting or valuing women is suddenly Republican or CONSERVATIVE.

WHAAAAAAAAAAAAT?

Stop the presses. I have never been nor will I ever be a Republican. Or Conservative. Or a Democrat. Or an Independent. The majority of pampered assholes who make up those parties don't even come close to representing my multi-identified, never categorized, BLAK, PHAT, KWEER GRRRL ASS.

So how is defending my right to resist anything that seeks to oppress me Republican or Conservative, exactly?

I love hip-hop. What I don't love are wack-ass MCs (50 Cent) who posture like they're grown men but still need to step all on the heads and necks and backs of women and girls in order to make it. I don't love the lack of critical analysis of Black art. If I can't express my opinion about shit you're saying about ME without being called a hater...well, then that's really convenient. I know that ain't the answer but there is so much other shit going on in the world and they choose to focus on the lyrics of hip-hop artists. F*ck that!!!! Why don't they do something like stop letting drugs into the communities, or stop guns from coming into the hoods??? Besides Iraq,  we have issues here at home like Genarow Wilson, and the Jena 6. Secondly why doesn't Congress hold a meeting about the situation Darfur?? Oh yeah I forgot, it's only a bunch of NIGGERS  dying over there, who cares, shit, it's AFRICA!!!! These people in Congress have no clue about what's important. First they want to get involved with the steroid issue in baseball, they want to involve themselves with steroids in Wrestling. Look, if these multimillionaire athletes want to damage themselves by doing this I say we let them. Look, for all you young male athletes out there, steroids is bad and it causes serious health problems. And most importantly, it shrinks your DICK!!! LOL. If you wanna keep your chick happy in the bedroom and away from me, don't take steroids. LOL.

No wonder we have the majority of the world looking at the USA like we are a bunch of idiots. I issue a challenge to all of us in the Hip-Hop Community. Instead of being rappers, hustlers, or producers, why don't we get involved in politics. If enough of us get involved we CAN MAKE a difference. I'm only 25, and I tire of seeing us take the blame for shit that we didn't start. It's too bad I've got some things on my record that would prevent me from running for a public office, but I assure you, if I didn't I would seriously try to. Because I'm SICK AND TIRED of the bullshit. The government does not give a fuck about us!!! That's why the people who murdered 2 of our greats (B.I.G. & Pac) are still free.  I'm tellin all of you, this shit has got to stop. Most of these people in Congress don't come the areas and neighborhoods we come from, so how can they fairly assess what's going on there?? Of course these old ass white politicians from Idaho, Iowa, Pennsylvania, Upstate NY, and places like those are going to be uncomfortable to listen to some of the lyrics in Rap. But you know what...WE DON'T MAKE THAT MUSIC FOR THEM. THIS IS OUR THING. LEAVE US ALONE.

It's ironic that the government, who denied women of their rights for so long, now wants to inspect and dissect the degradation of women in hip-hop.

Didn't the Government lose track of some Nuclear weapons the other day?? They made a mistake and let some nukes fly across the country?? Go find those weapons of mass destruction, because the Lord knows maybe those are the ones they forgot to plant in Iraq.

This issue is about how hip-hop is being used as a wedge to divide the Black community, among gender, sexuality and class lines. Black men, especially those with economic power, have the ability to acknowledge the power that Black women have. I actually think that they have a spiritual, ethical and moral responsibility to do so, especially if the Black community wishes to move forward towards our own determination. Especially if we do not wish to emulate how the majority of whites treat themselves and other people, especially women. In case you didn't know, Republicans HATE women, too. So who's really on their side? Me or the Black men who act like a lot of white men act towards Black women and other women: like we're all a collection of body parts with no minds or hearts, like we're less nothing and only fit for being raped and brutalized and insulted.

Every Black man making excuses for misogyny and homophobia in hip-hop or anywhere else better wake up and smell the wax. We're not as voiceless as you'd like us to be.

what doesnt make sense is, hip hop is not the only form of entertainment. you dont have to listen to these records if you dont want to. nobodies forcing anyone to buy or play these records in there homes or cars. if you dont like it, listen to something else. im sure just about every place you go in our country you have a variety of different stations to tune your radio to, you have more than one genre of cd's to purchase at any store. plain in simple if you dont like it you dont have to listen.

why are tax dollars being waisted analyzing what is being said on record. its freedom of expression, each of us have the right to say wtf we want, when we want and how we want. every week columbia, paramount, lions gate, fox & others release violent movies, where people actually can see violent activities, hear vulgar language, see drug use & sexual activities, but where is all the outcry. i remember when 50 cent's movie grodt was about to come out, everybody and there momma had a problem with him on billboards holding guns. talking about how it promotes violence and its bad for the community to view the images. where were these same people a few weeks ago when a movie called Shoot'em up came out with the exact images. there was not an outcry from anyone, no panel on CNN or Fox news to discuss the violent nature of the images and story of the movie. if the movie was created by a black man, it would have went straight to dvd with no promotion.

these so called black leaders are just mad because you have these inner city black youth who dont have money to pay for college, parents are struggling to make it month to month, use a non-traditional way to make a living and become more successful than the average joe.

when are people gonna face reality and stop putting the blame on our people for everything that is wrong in society. you have 6 young men in Jena, La. who are about to spend over 20 years in prison for a high-school fight, the whole town is raciest, they dont have a chance for a fair trial. isnt this just sickening to watch and read about it. what about a congressional hearing about the judicial system in that town, and how the governor of that state would allow this to happen. they claim hip-hop has an affect on how black people treat women and society. i wonder what genre of music these racist people in Jena, La. listen to.

I guess since congress went after steroids, the might as well go after hip-hop.   All of this stuff congress is going after is just a way to get the public to stop thinking about the war and focus more at what's going on at home.  It's a sick ploy.  Rappers have been rapping about the same crap for years, and as soon as an aoprah, or an imus start bitchin about rap lyrics, then they want to start investigating.  How about congress take all that time and energy they're using to investigate hip-hop and other things and focus on ending this war and bring our troops back home.

Yes, some of the lyrics in hip are not something I'd want my 4 year old son to hear. So I don't let him listen to it. I make sure I'm aware of what I listen to around my son. But at the end of the day my son is going to be an upstanding citizen because of my guidance. I was born in NY in '81. I lived in Queens, and I saw the effects of crack, and alcohol firsthand at an early age, like many of my peers in here. I watched movies like Texas Chainsaw, Freddie, (Nightmare on Elm St.) Jason, and Halloween. I also listened to rap which was introduced to me by my father. My father was also a victim of the crack epidemic in the 80's. He was an addict, both of my grandfathers were BAD alcoholics. I say that to say this, I've never smoked crack, I'm not an alcoholic, I never wanted to chop people up the way Jason, or Freddie did. NWA, didn't make me shoot police, 2 Live Crew didn't make me disrespect women.

The rappers in the industry have all the power they need to stop bullshit like this from happening. The majority of these gangsta rappers feel the same way we do. They're not gangstas, they are regular people too. But they feel this incredible amount of pressure to sell records that they sacrifice their artistic integrity   for the sake of sales. If these rappers spit what they really felt than the powers that be in the industry would either have to blackball and shelve everyone, or play the real shit. The game is flooded with dudes who don't care about nothing but making money, and it's good to want to change your tax bracket, but money is not everything. The power lies with us, and it's time we realize that. Hip hop is a force and the government recognizes that, so they are scrambling to do whatever is necessary to make sure we stay divided. We need to take it back to the Civil Rights movement and stage protests and sit-ins  in Washington. They don't respect us cause  we don't respect ourselves. Go over and read some of the other comments in here, we are all basically screaming the same shit, and I'm sure all of us don't come from NY. There are people in here from all around the country, and I feel it's time we do something. I have a few ideas and I'll be sure to post them sometime today.

Here are my ideas for what can be done:

1. Seriously focus on protecting Black women. We have the highest rates of crack addiction and HIV infection, not to mention other high rates of illness and disease. And diseases that didn't used to affect us, like eating disorders, are also on the rise. I think that establishing comprehensive sex education in schools that focuses on teaching young people the truth about their bodies and how best to protect them against rape, disease and pregnancy would definitely help matters.

2. Encourage and promote dialogue and analysis about how our music and art affects all of us. Black women have been calling on MC's to dialogue about misogyny for a while now. We've mostly been turned down or insulted. Why is Congress getting involved NOW? Because corporations like Hardee's are using hip-hop in their commercials to diss women, amongst other things. We needed to discuss this issue amongst ourselves a WHILE ago. Nobody wanted to do that, so now the government is using this topic as a wedge in the Black community. And who ultimately loses out? Black women, who probably won't even be able to speak/dialogue at those hearings.

3. Promote more female MC's who are on that real shit. Where's Bahamadia on the Billboard? How come Queen Latifah's only doing jazz standards? I don't want to shut down anyone's freedom of speech. I just want the chance to talk back. Currently, there are NO female Black MC's who are calling anyone on this shit. And that's a problem.

4. Economically, we need to start using the internet to promote independent art and building independent art businesses. Why do punk and rock not get any Congressional attention? They're not as good, there are a TON of rock/punk bands and many of them do their shit on the indie tip. We need to start building shit that they can't tear down and make sure that we're not tearing each other down in the process.

Finally: stop hurting the people that support hip-hop. Women buy more records and go to more concerts than anyone. They also support a lot of these famous celebrities by raising their kids when they're on the road, holding things down at home, writing songs they don't get credit for and being teachers, maids, lawyers, baby-sitters while everyone else is trying to get famous. Might not wanna bite the hands that feed you...literally and figuratively.

HIP HOP SOUTH said:

Someone referred to Imus and his comments but let's not forget Kramer and what he said. But wait, it's Hip Hop's fault for that one as well right? It was Hip Hop who made terrorist movies and knocked down the towers right? Hip Hop was the reason that Atlanta was bombed in the 96 Olympics. Hip Hop is the root of all evil. Oh and as for steroids...The only reason they go after it was because Barry Lamar Bonds is the new Home Run King..It wasn't an issue when McGwire was hitting balls out of the park. It wasn't even speculation. Just parades and the "rebirth" of baseball..Even today, the first player caught was a Latino player. Why don't they go after Clemens? He's older then Barry and producing as well. Why don't they test pitchers who would be more prone to using steroids because they can't all throw 95mph? It's all bullshit either way you look at it. But oh well. Freedom of Speech..They can't control what people went through or what makes money for the industry. So with that said..

Fuck the US congress

for everyone saying "fuck it" to this issue, how does this fit in with how Black women are being treated/received as a result of all this?

I'm all for the first amendment...but where's the Black female MCs to talk back to this shit? Where are they? They do exist, but how many of you would buy or do their albums?

I think that hip-hop is necessary and important, but fuck off if you think that climbing to success on my back or the backs of my sisters is worth the money you make.

How many of these money-making MCs donate money to organizations that shelter, feed and clothe women and their children after they've gotten their asses whupped?

How many of you would stop someone from beating a woman on the street?

The First Amendment doesn't mean shit without the ability to broadcast your message, yet MEN make the decisions as to what hits the airwaves. And don't give me that, "Women should just put out their own shit and stop complaining." That's what white folks say about affirmative action.

And Oprah's not the only Black woman worth listening to. Know that shit.

How can any of you talk about this issue without addressing the fact putting down the very women who kept this Black community together during slavery, civil rights and everything else is TOTALLY FUCKING UNNECESSARY?

Answer that. Please.

You made some good points there. I agree when you say that cats shouldn't rap about putting the guns down when they don't mean it. These rappers claim to be for the people and if you are a man of the people you should try to think about more than just a narrow minded view of the hood and the surrounding world. In reality there are only a small amount of people in every hood who actually picks up a pistol and handles his business. Think about this, every rapper who raps about guns and hustling probably wasn't that good at it because they're rapping. If that was the case they'd either be in living in a villa on the beach in Belize or in a Federal Penitentiary Jail Cell. It's entertaining and too many of these rappers think that is the way of life. It's really not. I've got to go now, but I'll be back to finish in a minute.
